zebra crossing

Question

Anyone know the definition of a pedestrian crossing (my theory book doesnt make it clear).
Near us, on a deadly crossing, our zebra is totally faded on the cobbles but has no signs on each pavement. Some cars know to stop, other dont. It's an accident waiting to happen. Must they have signs, or must cars spot the faded unreflective links?

My understanding is, that if pedestrians are willing to throw themselves into traffic, the driver is expected to stop. :-)
