winter tires
I don't know for sure about the rules. I doubt that there is a rule about winter tires in summer.
What I do know is that winter tires will wear out very quickly in summer weather. They'll get gummy which will give an odd driving effect and be relatively noisy.
In my area, where everybody uses winter tyres, it is quite commonplace for people to leave them on the car at the beginning of the summer if they judge that there is insufficient tread left for the tyres to last through another winter. They then change to their summer tyres when the winter ones have worn to the limit and order new ones for next winter.
Incidentally, winter tyres are considered worn out when the tread is down to around 4mm and never never mix summer and winter tyres - that will definitely fail the CT.
It will cost you a fortune - you'll wreck them and will need to change them frequently. And they are not safe.
