Wholesale - where do i get news-paper, magazine supplier?

I am very surprised you could get permission to open a shop with out first having this kind of information they are usually very strict here about who can set up a business,
Bread tends to be sold locally by bakeries and I think part from supermarket chains it's odd to see bread and stationary together in Belgium, you either get food or news books etc or gifts rarely seen all three.
