Visa & Residence Permit question

What is called "Belgian-id" by a lot of expats is a Belgian Residence Permit allowing any non Belgian to Reside in Belgium for more than 3 months.
A Residence Permit has no value outside Belgium.

As soon your Residence Permit expires, you don't have the right anymore to reside in Belgium.
