I am a US citizen but have left the US in 1958. I am a Belgian resident and have never worked in the US. Some banks here (Rabobank - NIBC ...) refuse to open a savings account for me because I still have a US passport. Why ?

You must have a permanent residence permit...
You could take up the issue with the Centre d'égalité des chances, cased on discrimination on grounds of nationality.
.
Or you could just take your business elsewhere.
