US / Belgian couple, how does it work legally?

Question

Would an American citizen who signs the legal cohabitation agreement with a Belgian be eligible to live and work throughout Europe, enjoying the same liberty as her “spouse” in that regard. And vice versa, would it be possible for him to live and work in the US?

Does something similar exist in the US, as it does in Belgium, or can you only get married there?

As far as I know, the American would be able to live and work in Belgium if there is a cohabitation agreement and the American has received the proper residence card. 

In the US, the couple would have to be married.
