United Airlines overweight luggage
Extremely strict!
If you're over 0.1, you will be asked to take out materials from your luggage or pay the excess fees. From the US to Belgium is 100 dollars per extra bag. Not sure if they convert that to Euros when flying to the USA and apply the exchange rate, or if they just make it 100 euros.

click on any flights, or login, if you want.
Yes, is a flat fee. If you're over 0.1, 100 dollars right away.
By the way, the only thing United is not so strict about is luggage size. My luggage was way bigger than their biggest allowed luggage and I wasn't charged for that. But like I said, if you're over any amount by the allowed weight, then that's considered an additional luggage and 100 bucks right away.
More info on luggage size, which I found out is not strictly enforced as the additional weight.

My experience is that overweight is $200 extra vs an extra bag that is not overweight is only $100. Better to have two bags than an overweight bag. Believe me, I have a lot of experience with United and baggage. I finally wised up and now take the bare minimum so that my bag is never overweight.
