Question

As a non-EU citizen holding a local (Belgian) resident card, does one need to carry the passport of the non-EU country to a take a flight within ? asking because we woudl like to fly to spain for  a vacation and my new born child hasn't received yet the passport from the home country's mission in brussels but does have a belgian permanent resident card.
