Hi, thinking of quitting my apt and I am wondering if there is some form of organisation that is an "advisory body" where I can get advice/guidance from...?
Things such as "status of heating system as in having it maintained, etc. Also "wear & tear" of contents such as marks in the sink, scratches and surface "damage" etc - is this to be replaced by the user, etc.
Just need clarification.

Clarification is going to be difficult given that your question is not clear to start with.
You mean you have not had the heating serviced annually? Oh dear...

That is your responsibility to fix it then. You may want to make an insurance claim.
