Tax on the web

Hi all
I've been trying to fill out my tax forms online but each time I reach the post log on screen I have no link to click on to fill in the declaration. Does anyone have experience with this?

I manage to get to the page fine (pin ok etc..)but there is no form. All it says is it will be available soon. Who can help on this? And also if I am late to submit what are the consequences? I presume a fine- but of how much? Failing that does any one know a tax specialist (english speaking)- many thanks in adavance for your help.
