If you own aa piece of property in a non EU country and you sell it and transfer the money to Belgiumm, do you have to pay taxes on it, even if you paid the local tax?

It depends entirely on the double-taxation treaty between Belgium and the country in question.

I moved a large sum of money from my country of origin into Belgium some years ago and paid it into my Belgian bank.
There was no question of how I had come by the money - sale of property, inheritance from granny, won the lottery or whatever. I only had to prove that I got it legally. I was not taxed on it.
I assume that your Belgian bank will be involved at some stage so I suggest that you ask them. For sure they will know as - if it is over €10K - they have to report the fact.
