Tax - leaving Belgium

What's the procedure please? I will have worked 9 months of this tax year I. Belgium. I am due to leave soon. Is it possible to request the correct papers from my ex-employer and file a tax return early? Would someone at the commune building be able to help - I used the tax clinic last time? Also, what will happen to the refund I am due from last year?
