Try your local government technical colleges and go to night school or weekend classes. Think they are open this week onwards. Good value for money. Many of the books and information was given in English because most of the computer languages are in American English. A lot of the explanation was given in Dutch and English. I told the teacher that I had no knowledge of Dutch, but my intention was to learn and complete the computer course. Text books might be in Dutch or French, but it is not too difficult to follow and the teachers are very understanding and helpful. Yu can also look at Youtube clips and Google search for English explanations. Helps improve second or third language at the same time. If you do a government course you also get valid qualifications. I have followed some computer courses, teacher was very helpful and understanding. Theory and practical exam was taken in two languages - Dutch and English. My theory written exam I drew mind maps with some brief Dutch sentences from my text book. The examiners complimented me and said it was easy to follow. I made some spelling mistakes, I got close to 100% . It was a pass, but most importantly I understood what I had done and could explain it. I joined the class with the intention to finish the course, even though it was harder in my second language. Good luck!
Programming can be learned online nowadays.
I picked up php, javascript and C++ mainly by buying books and finding exercises online, And if you can't afford to buy the books as some are expensive, you can actually find them online in torrents and such. But pick a language, and guaranteed there are tons of tutorials online that help you with the basics.
Programming is something you can learn on your own and there are forums out there where developers will help you out if you're trying to debug your own programs.
Here is a primer on how to find online courses and best of all, they are free:
