Question

Young man from non-EU country on student visa residence in Malta wants to switch education to Belgium. He wants to either to study French for a year and then apply at a Belgian university, or join something like Vesalius college. Thwo questions:
1) Is acceptance in a long French language course sufficient for permission to stay in Belgium as a student?
2) Does he have to apply at the Belgian embassy in Malta for a Belgian student visa or can he apply for residency while visiting Belgium?

For application info, Surely he can this info from his embassy. I do know people do come to study but not sure what level you're speaking about as in long language course at a language school or normal school it's not clear.
