"All" stores in Belgium won't be closed, however most will be.
Belgian business is always a priority, life-blood of the Nation. It's most unusual to find Belgian business taking any opportunity to close, so expect business as normal.

But yes, you will not starve, some shops will be open, particularly those not run by Belgians. The rest will be on strike next week anyway. :-)
But in the Netherlands they will be opened, because Dutch people know what that means for their economy :). All Belgians and German will run towards NL for their shopping, which sometimes is even cheaper and the service is much better...

And nothing to do with the fact that All Saint's Day is a religious holiday which is not a public holiday in the Netherlands.
Perhaps God will make up for the economic shortfall of following religious holidays?
