Statute of Limitations

My wife had an accident on the stairs of an apartment building in November last year.
She fell and broke her elbow.
Now she has been diagnosed with "Shoulder and Hand Syndrome" This means the recovery and treatment period will be very lengthy and costly.

Is it too late for us to begin an action with the apartment syndicate for damages?

I don't wish to go into great detail here. I am just after some guideline.
