Standard charge for short taxi rides?

Question

Yesterday I took a short taxi ride from Rue Anspach to Rue de la Regence. The taxi fare came to €6.50 but the driver insisted that as the journey was so short a standard charge of €10 would have to be paid. He insisted that this was the law. Can anyone tell me is this the case or have I been ripped off once again?
