Society of Prevention of Cruelty to Animals?

Hello all,
Could someone tell me if there is an organisation equivalent to the Society of Prevention of Cruelty to Animals that exists in Brussels? I have reason to suspect that a person is mistreating dogs and I would like it investigated in the interests of the animals.
