Question

What are good ways to find direct short-term freelance roles in Belgium, without paying? Preferably without the site being "polluted" by agencies.

(I am thinking of gigs so short that they would not be interesting for agencies)

None. Set yourself up as a business and market yourself properly if that's really how you think you can make money.

What's you problem with setting yourself up as a legit freelancer with a Belgian VAT number and working through an agency for 300-600/day?

(i.e. Just work legally and stop trying to cut corners or be clever)

And if you have an aversion to agencies, find yourself a different career.
