We serviced our last house's boiler every contract year, not always in the same month. I just took it that was the rule, once a year. My guess is if 10th November is in another "rent year" that you may be obliged to service again if you are in a new "rent year", even if you won't have completed 12 months of that year. Surely this is written in your contract though? I'm sure if you look on the PIM website, you'll find the answer to this question.
The expert which was imposed upon us sent us a handy list a month before the inspection listing all things she would check, wish I still had it to paste on to here.
