Schuman roundabout 'halo' might be dropped for budget reasons
The "halo" canopy that was supposed to be the architectural highlight of the redevelopment of the Schuman roundabout might be scrapped due to an unexpected increase in the total cost of the works.
The first phase of the project cost more than expected, RTBF reports, and there is currently not enough money left in the initial budget to complete phase two.
The Brussels government could try to seek additional funding, but the region already faces other budget difficulties and is prioritising savings.
The current government is also divided on the idea of having a canopy at all: some ministers are in favour, while others are less enthusiastic.
The divide is echoed among institutions, as well. The Royal Commission for Monuments and Sites is opposed to the canopy, but the European Commission is in favour.
Regional building authority Beliris confirmed that the canopy issue is under consideration but said that no decision had been taken.
“The renovation work on the Schuman roundabout is still ongoing on the basis of an agreed cost-sharing arrangement between Beliris and the region,” said Beliris’ federal minister Bernard Quintin (MR). “On this basis, payment for the canopy is the responsibility of the region.”
Funds could be drawn from Beliris to finance phase two but a decision would have to be made quickly, otherwise the public authorities will be required to compensate the designated contractor if the project is abandoned.
