RVA website

Has anybody else had the same problem? www.rva.be website is a Belgium government initiative for companies to recruit unemployed persons, but the person has to be under 26 years of age or older than 50 years of age and in both age groups unemployed between 1 or 2 years. Is there a solution for persons who are 46 years of age? All comments welcome. TIA
