Romanian trainee?

I work for an NGO in Brussels and have a Romanian woman applying for a trainee position. The trainee position would be unpaid. I was told that as a Romanian she would not get a work permit and hence she could not work as a trainee.
Is that correct or under what conditions could she become our trainee?
