Restaurant Gratuities?

Question

I have lived in Belgium for 12 years, and very recently I've noticed a very disturbing trend for some restaurants to present diners with the option of adding an extra gratuity (tip) when paying with a credit card.  This was never the case before, and I was under the strong impression that all taxes and gratuities were included in the bill in Belgium.  In fact, I was often told that was by law the case.  Now some waiters are telling diners that it is indeed NOT the case!  What is the truth here?  Is it included by law or not?  My Belgian friends NEVER leave an extra tip, as they say it is always included in the bill.

There was a bit on the credit card bil for tips 25 years ago. It's not new.

Service is always included in Belgium. That's the law. Of course, you can always pay more if you want to, and it will be quite welcome.

Name and shame - get. Test Achats on the case.
