Rental guarantee blocked account

Question

Good day,

I left Belgium 4 years ago but still have a blocked account with my former landlord that was made as a rental guarantee. I know is not the common thing to do but for several life circumstances it happened. I cannot contact him anymore (or else he doesn't want to reply to me) so I don't have his signature to free the account. Is there any other way of unblocking the account considering the amount of time that has passed after the rental?

Id ask your notaire and also yhe bank it must happen on occasion but im not at all clear because usually its by agreebby both sides its unlocked

The thing is he also doesnt have this money but its not his money as such so not a loss to him and i just realised youre out of belgium. Maybe ask a lawyer to contact the bank because for sure he will speak to the bank. Did you agree on what fines were to be paid and hes refsuing to sign or disagree? Also maybe he has died it does happen.

JCouceiro - please ignore CC_R and do not contact a notaire or a lawyer until you have contacted the bank yourself.

There are well established procedures for releasing rental deposits (including the situation where one party does not want or can't sign), and the bank will know what the procedure is.

Thank you all for your responses. There is no dispute between me and my landlord, it is just that I can't contact him now. I will definitely contact my bank. I am just curious to know what are the possibilities beforehand.
