Removing a radiator for decorating

Yes, you should be able to do it without draining the whole system. Just close off the valves to/from the radiator and then drain off the rad itself (otherwise it might be too heavy). You might need a large size allen/hexagon key for the valve(s), depending on the type. Have a look on youtube for demonstrations of how to do it, it's fairly straightforward.
