My husband holds visa type D. Do we need to physically visit commune registration centre for the very first time or Can we send an email on worldcitizens@brucity.be to get the process started ?

Start by reading: https://www.brussels.be/registration-newly-arrived-foreigner

and see: https://www.brussels.be/foreigner-outside-eu-or-eea-or-switzerland-and-n...

If you do not have the nationality of a member state of the EU, the EEA or Switzerland, and are not bound (by marriage, partnership or direct descent) to a national of a member state of the EU, the EEA or Switzerland, and you want to settle in Brussels permanently, you must register via: worldcitizens@brucity.be

You can go Monday, Wednesday and Friday for your first registration. I only go those days. I hope you speak some french if not, take a friend with you. Go early! Line up at 6/6.30am. It's awful but it's the only way. Sorry
