Registering as a student residing in Ghent

Hello,
As a student with an EU passport, I have sent all the required documents to the email address specified by the city authorities: an "arrival form," an enrollment certificate, and scans of my ID and health insurance card. I did this in late September. I still haven't heard from them, let alone had a visit from the police so that they would confirm that I actually live where I claim to, which is supposedly the first step of the procedure. Is this normal, and how long does this procedure usually take?
