Queuing for a second CT

My car has to be re-tested as it failed the CT recently. The mechanic who repaired it told me that I could avoid queuing a second time by reporting first to the cash desk and telling them it was a follow-up visit. I did this earlier today but the cashier told me I would have to queue again. It looked at least 2hrs long so I drove away. Who is correct?
