Provisional license after theorical test

Question

I already have a permit from my home country but to have my BE permit I must do the theoretical and practical test ( no need of lessons).
I already passed the theoretical test but before I take the practical I would like to get my provisional permit and drive around for a few months before I take the practical. I went to the commune but they told me I could not get this provisional permit I had to go straight to me practical test.
Does any one know if this is true?
If not do you have any respectable source (federal website, code de la route, etc.) that I can take to the commune to ask them to reconsider and give me a temporary permit?

1) you can't drive with a provisional license on your own. You either take driving lessons with a school, or you have a named driver accompany you.
2) If you can already drive, but just want practice of driving in Belgium, then your best bet is to take a few lessons. (even though you have said you don't need them)
3) In any case, as driving here is almost certainly different from what you are used to, I would recommend a few lessons anyway.

So to answer your question directly, No, there is no document you can take to the commune to ask them to reconsider.
