permenant resident card

Hi all,

I am a non-eu tax paying employee.
My commune/city hall has told me that I can apply for 5 years card in Oct/2020.

However, my card expires in Feb 2021.

Can I actually apply for 5 years card in Oct 2020?
or
should I wait until Feb/2021?

I read that if we apply early, DOFI may see that I have a valid card and why should they issue a new card when I have a valid card until Feb 2020.

However, knowing COVID affects on employment, I feel it is a good idea to apply for 5 years card asap.
