Parking space for moving van

We are moving from Ixelles to Uccle and have hired a van for the transport. I would like to block off a parking space in front of the old and new flats. Do I do this through the commune or the police? I'm assuming I will need to go to the offices for both communes or police--does anyone know where/which office I should look for?
