Probably you. They are commonly on a separate circuit, have you checked the trip? If the trip needs resetting and stays "on", you may well find that one of the plates won't work anymore because the "element" needs replacement.
You will need an electrician anyhow.
As Becasse says, almost certainly you though check your contract to be certain.
However, if you are satisfied that it is not simply a fault with the supply, tell your landlord and see what his response is. You have nothing to lose and he might accept responsibility. I had a similar situation in a previous apartment and the repair was carried out by the owner the same morning.
