Overwhelmed in Belgium

Does anyone know of a personal organizing service or assistant who can help me with life in Belgium? I am frequently overwhelmed.  For example, half of my paperwork is in Dutch, the other half in French.  I am being asked to pay bills for which I don't know the meaning. I would greatly appreciate any tips or referrals.  Thank you.
