Open a company in healthcare

Hi everyone,
I'm from Africa and currently in Belgium under a temporary resident permit (expires in July 31st). I have been working on a healthcare device for about two years and would like to open a company here in Belgium. My investors are getting impatient. From the information I have seen online, I cannot open a company here without leaving the country and returning on a specific visa. Does anyone has relevant info about this?

Depending on where you live, you can also contact Beci (Brussels), Unizo (Flanders) or UWE (Wallonia). They are agencies that offer advice to start-ups.
There are also start-up incubators like Startit@KBC.
