I have a Belgian driving licence. I need to hire a car while in Thailand for which I will need an International Driving Permit. Does anybody know where I can obtain this in Belgium?

From the usual source of official documentation in Belgium - your commune/gemeente.
Remember that an IDP is only valid when presented together with your Belgian licence.
