Obtaining Card D directly from card H (EU Blue Card)

Dears,

I hold a EU blue card issued by Belgian Authorities in 2019. I would like to know how many years or months I can apply for permanent residency. i was told that after a 5-year period of working and residing (uninterrupted) in Belgium, One is eligible to apply for an ID card type B. For an EU Blue Card Holders the period is less.

Coming to the question
1) Is there a reduction in period for a settlement permit for EU blue card(Issued in Belgium) holders in Belgium?
2) Can blue card holders directly apply for card D?
