Not getting my mail

Question

We moved to Etterbeek a month ago and are having troubles getting our mail at our new place. The mailbox has our names on it, but we have found some letters addressed to us on top of the mailboxes, while some other letters have been sent back to the sender (confirmed by the sender). We have seen letters addressed to the wrong addresses just sitting on top of the mailboxes. Is there someone we can complain to? Would it be better to complain to the post office? A central office? Or building management? Is this a common problem?

Are the people sending you the letters addressing them properly? Belgian addresses are so short that if you get one small element wrong it can mean it isn't delivered... Do you have a box number? Does that appear on your letter box as well as your name? How big is your building? Do you have a concierge?
