Drifter, the visa for non EU family members of EU family is free. Nothing. Zero. Bought.
Some f cards are article 10 cards, some are not, for the purpose of travel to the UK.
There are 2 scenarios for those with F cards who live in Belgium, but both would be best to obtain an EEA family permit, the free visa issued to non EU nationals of EEA families living in the EU/EEA.
You should also travel with the person upon which you are dependent.
You should always bring with you your F card.
You should always bring with you proof of the link between the EU national and the non EU national - remember the F card does not have the name of the EU national or your relationship encoded. For those who live in Belgium, the most obvious document to bring too is the "Composition de menage". Also you could bring a marriage certificate, a cohabitation agreement, children's birth certificates showing EU national and non EU national parent. House contract with both names. Mortgage with both names. Any documents which link the EU and non EU national.
Remember you cannot be dependent upon an EU child, you need the adult EU national to travel!
Ok the 2 scenarios are :
EU national NOT Belgian living in Belgium with dependent non EU national travelling to the UK. No obligation for visa EEA Family permit but still best to have one and carry relevant documents too.
Belgian national living in Belgium (ie not exercising treaty rights) with dependent non EU national travelling to the UK. Obligation for visa EEA Family permit and if you really want the obligation waived at the border, absolutely carry all relevant documents.
