Belgium Netherlands cross border working

Question

As per the rules for cross-border work between BE and NL in the link below the 3rd requirement states that the person must return back each week to the home country. Question in my mind is how does the person prove that he/she returned back each week and is it even necessary and why and where is it necessary for?

Secondly if the worker returns after 2 weeks because he/she could not make a certain weekly trip, is there a consequence to that and what sort of?

Ask the Belgian or Dutch governments?
Why would there be a rule to return home once a week if it's ok to return every 2 weeks?
How do you prove you returned? Think common sense.

I would think a train ticket would help to prove but what if I had a monthly or yearly abonnement?

When I had expat status and had to prove my days abroad, I used my mobile bill as proof. Making sure to do one call or text every time I was out of the country.
You could just drive to the border, send a text and drive home. Crazy but valid unless they insist on one night away.
