Money paid in error to Ministry of finances Brussels

I am stunned. I paid in error a certain amount to the Ministry of Finances in Brussels. Luckily I found out myself as they do not say anything. Anyway after 2 weeks I managed to get an answer. They told me they will keep my money to pay future taxes. Is that allowed? Seems very strange practises to me.
At a guess they are just trying to keep things simple.
If it is an amount that you cannot afford or do not want to manage without, then ask them to pay it back.
As to whether it is allowed, I know that the same is done by the UK taxman though they give you the choice if it is a large sum.
I had paid twice the tax for the occupant, 89 EUR. I sent an e-mail to the specific address which I found in the website of the ministry. I even wrote to them in English as I was a little bit lazy to write in "nice" French.
They replied in a week that I will receive the money back and returned it in 4 weeks time.
