Question

I need a temporary Internet solution until a provider installs a fixed connection at my house. Do Belgian operators offer easy solutions to connect non-fixed Internet (eg 4G via a dongle which you plug in your laptop)?

Proximus certainly offer 3G/4G via a dongle and with PAYG as well as with contracts.

If Proximus is going to be your internet provider it is worth checking whether there is a FON hot-spot where you are - almost all domestic Bbox 2 or Bbox3 installations are set up with these so it is quite possible that one of your neighbours is, in effect, providing the service. If you are a Proximus internet customer you have free access to these FON hot-spots, details on the Proximus website or at a Proximus shop.

If you have a smart phone, use that as a local hotspot and take WIFI that way.
