MOBIB card
Il suffit de vous munir de votre carte d'identité, d'une photo d'identité récente et 5 €.
You don't need an identity card, but if you don't have one you will need to send them a copy of your carte de séjour/verblijfskaart, as you need something with your national register number on it.
If you want one without photo ID, you can get a basic Mobib card without needing to present all the ID, but it is no good for a monthly/yearly ticket:
