Malpractice

Who do I contact to report a dentist for malpractice by giving his patient another patient's false teeth and charged him for it? Took over 2000 euros in dental charges and refused to help him when he caught an infection because the teeth did not fit him properly. There must be a governmental body that I can complain to.
