Loud Dog

For the last week or so I have been hearing a neighbor's dog bark almost non stop. I live in the St. Boniface/Matonge area, and so I cannot see the dog, nor can I see who it's owners are. At first this was merely an annoyance, and now I am getting concerned about the dog and it's treatment.

Is there anything I can do or anyone I can call? Calling the police seems a bit extreme, but I am willing if that is the only way.
