Laptop will not turn on

I have a laptop that will not turn on. The power cable is plugged in, the electricity is working, and the light showing that the power cable is plugged is on. In addition, the light showing that the computer is "on" is working (ie. green) but nothing is happening on my laptop. There is no sound, no processor or anything buzzing in the background. The laptop, for all intents and purposes, is off.

Can anyone please tell me how I can fix this?
