Language courses at EFPC

For anybody who has taken language courses at EFPC---their website says that they give out tickets at 9am to register for the different language courses.

My question is---can you go after 9am (let's say I arrive at 11am) and can you still enroll in classes? Or only those that arrive at 9am to pick up the ticket are allowed to enroll?

I've been trying to call the number on the site, but no answer so far. Sent an email out, and haven't received a response.
