landlord and tenannt concerns

Question

Having viewed and agreed with numerous Q & A relating to landlord and tenannt concerns, I have a Q regarding a claus in my lease.
The rental amount is quite clear, all utilities paid by me NP but I have been paying an extra amount every month for services ( maintenance of boilers etc) which was never done. I had to pay to have radiators etc serviced. Landlord never carried out any of the "things to do " list provided since I moved in, as a matter of fact I have paid over 30,000 in two years and the landlord never spent a dime on the apartment.
Should I accept that I have lost over 1200 euros!! TIA!!

A bit more info would be useful. Is this in a large building? Is there an elevator? Is someone hired to clean the stairs and hallway? In your utilities do you also pay for heat? Is there a concierge? What does the 30,000 refer to in your message? Is you have paid 1200 euros over two years that's not much--50 euros per month. Are any other services provided? Do you have to set out your own trash or does someone else do that? Is there an entrance hallway which is regularly cleaned? More info needed.
