'Laissez passer' for a baby

Question

Our two months old baby does not have a passport yet (both parents are non-Belgian EU citizens) and we would like travel to our country to handle the passport procedure there. We were told that she could be allowed to leave Belgium through a 'laissez passer'. Has anyone had any experience with such a document? Any feedback will be very much appreciated.

You need to contact the consulate service of your national embassy and they will issue a temporary passport.
Laissez passer is a travel document issued for the travel of EU and UN civil servants for travel for official missions only.

You must have valid travel ID to leave, it took someone I know 3 months to get, whereas nationals of the same country normally take only 2 weeks! It meant the whole family missing a holiday.
