Kitchen ventilation system

Hello, I have a problem about the ventilation system / cooker hood (hotte) in our kitchen. Our apartment has a system for evacuation of the smells from the kitchen. After the old one broke, we recently bought a new 'hotte' and installed it above the stove. However, there is a constant noise coming from it (which was not there with the previous one), even when it is not on. I believe that the sound of the building's system is what we are hearing.

Is there a solution to this problem?
(Or have I bought the wrong kind of cooker hood?)
